Near Monaco, on the Mediterranean Sea which had white horses in the wind that day. the road that passes around the lowest level is called the Sentier des Douaniers, the
Customs Officer's Path. At the top, near the broadcasting tower on the left, is the Avenue du Sémaphore.

OK OK OK. The white horses were in the sea but the sea was in the wind. Therefore the white horses were in the wind. QED. Sigh.
